Dragged element z-order is changed, scrolls in front of sticky header

Can you help me with a z-order error:

Once dragged, elements are apparently promoted to the frontmost z-order. Scrolling results in the dragged element appearing in front of a sticky header (which is arranged "bring to front"). This only happens if the element is dragged (otherwise it stays in proper z-order).

Is there a way that I can dynamically set the z-order of either the sticky header or the draggable element to work around this? Or other clever workaround?

I've attached SVG source and video demo.

Any help much appreciated; I'm in a bit of a bind.
