Data List from Data Master - How to vertical scroll through data with Header always at top?

With a Data List from a Data Master, how to vertical scroll through data with Header always at top?
The problem is that every time I add the Data List into the Dynamic Panel, it adds the head in there as well.
I don't know how to separate it so the verticals scroll is only for the data.
Please help, need this for my occupation! Thanks!

The Header pulls from the Data Master and I can't figure out a way to separate them. Please help.

We can't attach a .vp file itself on this website - only links to files stored on other platforms or a file compressed in .rar format - so unfortunately I won't be able to attach the .vp file itself. What other platform would you be able to access on your device that I can link you to?
