Transfer of editor role to other user within account

I have an account with one editor license. This editor role seems to be assigned to that login automatically with the owner role.
Is it possible to transfer this editor to another user/login without buying another editor license?
The purpose is, that the software will be used by that other user (only viewer atm), but account management and payment details will be done by the IT department who won't use the software.
Is this possible? If so, how?
