When user selects an object in the Outline panel, Arrow keys should move widget on main screen

When I build a screen with many widgets on it, it can sometimes be difficult to move an object because of other objects on top of it. I find it very handy that I can select an object in the Outline panel, but then I cannot reposition it with the Arrow keys (my favorite technique for moving an object a few pixels). Currently, the Arrow keys change the selection in the Outline panel.

Perhaps I am using the tool differently from other users, but I would prefer to be able to select an object in the Outline panel and then press the Arrow keys to move the widget in the main screen. Since I already have the Up and Down arrows on the Outline panel, I think the Arrow keys are better served moving objects than changing selections.

Actually, when I test this further, I think that this may be a bug.

When I select the top-most item in the Outline panel and press the Up arrow key, the object on the main view moves up. When you select any other object on the Outline panel, pressing the Up arrow causes the selection to change.

When I select the bottom-most item in the Outline panel and press the Down arrow key, the object on the main view moves down. When you select any other object on the Outline panel, pressing the Down arrow causes the selection to change.

Yes, there's a conflict of actions going on there. The one that allows you to select the items in the outline using the arrow keys and the one that actually moves the element using the arrow keys. I think the second one must override the first one. It has been filed as a bug.
