How do I bring a partially obscured rectangle and the components to the front on rollover?

I have a screen with two containers, each with components. They partially overlap. I want each to come to the front on cursor rollover so that the user can interact with all the components within... I havent found anyway to affect the stacking order at all, nor have I found a way to trigger an action on cursor rollover. (I would actually prefer on hover rather than on rollover but I will take what I can get.)

I am new to justinmind, trying to decide whether to use it or some other toolkit. So far, I like justinmind but am finding it very non-intuitive and limited. I know the user community is enthusiastic, so I am assuming this is just the usual startup problem of learning a new tool.

Thanks for your help...

There isn't an option to simulate that but you can use a trick. The 'insert into' action, which is used to simulate drag and drop events, always inserts the element to the front of all the elements in the container. So you might use that to simulate what you ask for. Having both containers inserted into a bigger one, define an 'on mouse enter' event on the one in the back and define an 'inser into' action that insert that dynamic panel in the screen main container. Here is a small example of what I'm trying to say:
