I want to insert any requirement or specification or business rule for each JIM control such as Textbox, Dropdownlist and generate it to developer. How can i do?

Right click on the element you want and select 'Add comment'. All those comments will be inserted in the generated reports (menu option Reports -> Customized) or File -> Export to PDF
