Creating New Panels Within the Same Dynamic Panel

When I create a new panel - like a panel 2 inside the same dynamic panel - some content is duplicated from panel 1. When I delete those elements in panel 2, they delete from panel 1. How do I control when I want things to copy and when I don't?

Is that content really inside panel 1 when you create panel 2 or is it just above the panel?

I am quite certain it is inside, as I thought about that and pulled all of the inner content edges away from touching the border of the panel...and it didn't make a difference. However, maybe I wasn't careful enough. Is that the essence of it? If content is inside the panel and you create a new panel, it will open a blank panel? If content is slightly overlapping to the outside of the panel, it will copy it and paste it in the new panel, therefore, locking any actions to the first panel?

If you want to insert content into a dynamic panel you have to open it first. Double click on the dynamic panel until the 'blue fade effect' is removed. Then, if you drag any element above it you will see that, once dropped, the element will be inserted into the panel. The outline view at the top right of the screen can help you in this as well.
